shared hosting - they cant' control what others do - and some people open them just for spam : sending mass "eMail" - this takes a lot of power from the server.
with prices @ 5$ or so - they probably make enough off the one or 2 times till they get caught, then tossed off .
what was happening in my case -- too much as automated setup - very little control .
to many people on a server - happens a lot- and as a site get bigger, will take more, and if its' not you - you suffer .
most hosting places are getting better at finding and fixing these problems, some things are beyond there control .. .
and some people just have no consideration for any one but themselves
